Gentlemen:

The Commission has issued the enclosed Amenhent No.11 to Facility License No. DPR-51 for Arkansas Nuclear One. Unit 1.

The amendment is in response to your request of December 12, 1975.

We have evaluated the potential for environmental impact of plant l

operation in accordance with the enclosed amendment. The amendment applies to environmental sampling in that the discharge sampling station for the ichthyoplankton entrairunent program is eliminated.

l The staff has concluded that the revised program of continued i

sampling in the intake canal coupled with the assumption of 1005 i

mortality of entrained ichthyoplankton will pemit a conservative i

assessment of entrainment impact to be made. We have determined I

thxt the amendment does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which

is insignificant from the standpoint of environmental impact and pur-i svant to 10 CFR 151.5(d)(4) that an environmental statement, negative declaration, or environmental impact appraisal need not be prepared i

in cor.nection with the issuance of this amendment.

l not involve significant new safety infomation of a type not considered by a previous Commission safety review of the facility.

It does not i

j involve a significant increase in the probability or consequences of l

an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant hazards considera-tion. We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action.
