Deer Mr. Phillipe In almeet every amelysis of a anclear power plant accident, safe recovery from the accidaat er e== tai===t of radioactive materials dependa en the proper functiam of estive valves. In many cases these valves weald be required to aparate properly while at bish temperature, against maniansa pressure differentials, and while sub. jested to a severe accident er metamie vibratory environment. The ammber of Wie asifunctiarm that have been enseuetered during insarvise testa in 4perating plants, raggests that we have met yet establinhad adequate preservise and inservice test programs to assure the operchility of active valves.
In this light se have regiment, your response to our Request for Informatian 4.32, as it applies to active valves, and have came1= dad that the lisaited dy.umage analytical and testing procedures used to ceafirm the operability of all active valves as spesified are fasaffini-t.
As acceptable program useld be is> site valve teettag where the operability of valves is densastrated la the plant during the prosperatiensi i
testing of these systeme desigeod to emi==te category I criteria.
You are requested to provide as an A===d=g=t to your Application, the daentis of seah a program whfah would demonstrate operability under normal system operatise, as well as under superimposed leadingp, j
that appropriately sinalate seismia vibtatory reopeases, and accident j
(LOCA) vibratory reopeases, as appliasble to the systen. This i
program may imelade either the syyliestiam of vibratory devices to superimpeee the vibratory enimmin and aneident loadings or an equivalent combination of analytical and testing methods that confirm operability.
The test program may be beoed span selectively testing a representative number of active valves in the piping systen according to valve type, set-ta and moefdant lead level, size, etc. en a prototype basis.
