' ARKANSAS NUCLEAR ONE - UNIT NO. 1 DOCKET NO. 50-313 INTRODUCTION By' letter dated August 13, 1976, Arkansas Power & Light Company (AP&L) requested changes to the Technical Specifications appended to Facility License No. DPR-51 for the Arkansas Nuclear One - Unit.No.1 (ANO-1) facility.

The proposed changes involve revision of the limiting conditions for operation and surveillance requirements for the facility diesel generators (Specifications 3.7 and 4.6).

This request is in response to our letter of May 28, 1976.

EVALUATION Our letter of May 28, 1976, requested that AP&L revise their limiting conditions for operation (LCO) related to the operability of the facility diesel generators to specify tank levels for the day tanks and the emergency storage tanks and to require operability of associated diesel equipment, i.e., the fuel transfer pump and starting air compressor.

These provisions are not present in the existing LC0 (Specification 3.7.1.C).

A basis to the LC0 and deletion of reference to " abnormal occurrence" (Specification 3.7.3) were also requested.

Use of the expression " abnormal occurrence" was deleted from the ANO-1 reporting requirements by Amendment No. 9 to DPR-51 (dated January 23,1976).

The proposed fuel tank level requirements would assure that a seven day supply of diesel fuel oil is available in the event of an emergency.

This amount of oil satisfies the design objectives indicated in the ANO-1 Final Safety Analysis Report (FSAR). We have reviewed the provisions of the proposed LC0 and conclude that they provide assurance that the diesel will function in an emergency as described in the FSAR and our Safety Evaluation Report (June 6,1973) and are acceptable.

4 2-The proposed' surveillance requirements (SR) add verification of day tank and emergency storage tank fuel levels and require sampling and testing of the emergency storage tank fuel oil for viscosity, water content and sediment. These provisions are not present in the existing SR (Specification 4.6.1).

The required tank level surveillance would provide assurance that the requirements of the proposed Specification 3.7 are satisfied.

Sampling and testing of the diesel fuel oil would assure that the quality of the fuel is sufficient to start and run the emergency diesel generators.

Based on these findings, we conclude that the proposed SR (Specification 4.6.1) is acceptable.

ENVIR0!!i1 ENTAL C0llSIDEpATI0tl We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR SSI.G(d)(4) that an environmental impact statement or negative declaration and environmer.cl impact appraisal need not be prepared in connection with the issuance of this amendment.

CONCLUSI0fl He have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not' involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endanaered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public, j
