Provisional Construction Permit I N No. CPPR-57, Application for Renewal of Construction Permit

Dear Mr. Giambusso:

Arkansas Power 6 Light Company hereby applies for an extension of time for completion of Arkansas Nuclear One-Unit 1, as covered by Provisional Construction Permit No. CPPR-57.

The original Provisional Construction Permit had July 1,1972, as the latest date of completion of the facility.

In June 1972, Arkansas Power 6 Light Company submitted a request for an extension of time for com-i pletion of Unit 1 until July 1, 1973, and on June 14, 1972, the Commis-sion grented this request.

On March 14, 1973, another request was sub-mitted for an extension of time for completion of Unit 1 until January 1, 1974, and on June 4,1973, the Commission granted this request.

Unit 1 has been further delayed due to the following factors:

Late Delivery of Valves - The completion of a number of critical systems has been delayed because cf late delivery of valves. The absence of these valves prevents the construction turnover of the systems and subsequent preoperational testing. This was reported as a major delay factor in our March 14, 1973, request, and continues to be a significant delay factor.

Modification of the Emergency Core Cooling System - In order to improve the performance of the ECCS after a break in the core flood line, crossover lines were installed in the Low Pressure Injection System. The late delivery of the material required to complete this modification has resulted in a delay in its installation and at least a corresponding delay in the critical path startup schedule.

Reactor Coolant Pump Motor Repair - Subsequent to the reactor coolant system hydro, it was discovered that the "B" Reactor Coolant Pump Motor was damaged. The damage was in the back-stop clutch and on the associated part of the rotor shaft.

This damage necessitated shipping the clutch and the rotor back to the factory for repairs. An investigation into the cause of the problem and the associated inspection of the other motor clutches disclosed that all of the motor clutches had to be modified at the factory.

The inspection also revealed scue minor damage to the "C" reactor coolant pump motor clutch and as a result, this clutch had to be repaired at the factory.

The overall result of this particular problem was a delay on the critical path startup schedule and a corresponding delay in the start of hot functional testing and fuel load.

The above problems are now and have been major factors in delaying the Unit I fuel load date.

Before the impact of the above problems was analyzed, it was expected that Unit 1 would start hot functional testing on October 22, 1973, and subsequent fuel loading on December 21, 1973.

This would have meant that these events could have occurred prior to the expiration of the current Unit I construction pemit extension. Now, because of the above factors, the critical path schedule has been delayed at least 28 days. This means that hot functional testing will now start on November 19, 1973, and fuel load will start on January 18, 1974. These dates are based on the factors and schedule as we know them today.

It is reasonable to assume that there may be additional problems in the future testing program, but it is hoped that these problems will be minor in nature with little or no schedule impact. Therefore, May 1, 1974, should provide sufficient time to complete testing, even assuming some minor problems in the future.

In view of the above and the uncertainties of the future, which constitute good cause, Arkansas Power & Light Company hereby requests that the latest date of the completion of the facility specified in Provisional Construction Pemit No. CPPR-57 be extended from January 1,1974, to May 1, 1974.
