Arkansas Power & Light Company Arkansas Nuclear One-Unit 1 Docket No. 50-313 Provisional Construction Permit No. CPPR-57, Application for Renewal of Construction Permit
Dear Mr. Giambusso:
Arkansas Power & Light Company (AP&L) hereby applies for an extension of time for completion of Arkansas Nuclear One-Unit 1 (ANO-1), as novered by Provisional Construction Permit No. CPPR-5 7.
The original Provisional Construction Permit had July 1,
- 1972, as the latest date of completion of the facility.
In June 1972, AP&L submitted a request for an extension of time for completion of ANO-1 until July 1, 1973, and on June 14, 1972, the Commission granted this request.
On March 14, 1973, another request was submitted for an extension of time for completion of ANO-1 until January 1,1974, and on June 4,
- 1973, the Commission granted this request.
AP&L made a third request for an extension on October 24, 1973, and this request was granted by the Commission on February 5, 1974.
The latest date for completion of the facility, as allowed by the above AEC Order, is May 1, 1974.
In the October 24, 1973, request for an extension, AP&L state '
that it planned to start hot functional testing on November 19, 1973, and start fuel load on January 18, 19 74.

unexpected delays in receipt of material and components and unforseen problems, ' hot functional tes ting (HFf) did not start until January 30, 1974.
During the HPr phase of testing, several major problems caused.significant delays.
These problems were:
1.
Cleanup of the feedwater and condensato systems ;
2.
Startup Boiler malfunction;
\\
3.
Reactor Coolant Pump "D" shaft seal replacement, seal failed during first phase of HPf; and 4.
Replacement of two control rod drive stators, which failed during the first phase of HFr.
Hot functional testing was completed on March 11, 1974.
Even considering the above problems and resulting delays, AP&L considered a May.1, 1974, fuel load date to be feasible.
During the second phase of HIT, a pin hole leak was discovered in the recirculation line orifice for the "B" makeup pump.
On March 4,1974, this was reported to the AEC as a possible significent deficiency in accordance with 10 CFR 50.55(e).
During the week of March 19, 1974, this flow orifice was cut out of the line and visual inspection revealed that the down-stream element of this multi-stage orifice had eroded away.
The erosion in this area had also worn away much of the pipe wall thickness, which more than likely caused the pinhole leak.
The above investigation shows this problem to be a possible design deficiency and as a result, could affect three other orifices of the same type and manufactured by the same vendor.
These other orifices are in the recirculation lines for the 4
other two makeup pumps and in the letdown line from the Reactor Coolant System.
At the present time the above problem is under intense investi-gation by. all parties concerned and every effort is being made to expedite the resolution so as not to affect the ANO-1 schedule.
However, due to the uncertainty of the resolution and the possible impact on more than just the one orifice, it has become evident that this is the critical path item to fuel load.
In review cf the above, and the uncertainties of the future,
