Dear Mr. Phillips:
Our safety evaluation of Arkansas Nuclear One - Unit 1 is nearing completion. Among the safety questions still to be resolved are fuel densification (our letter of November 20, 1972), high energy line breaks (our letter of December 14, 1972), and Emergency Core Cooling System (ECCS) performance af ter Core Flooding Tank line break (our meeting on November 17, 1972). Your staff recently notified us that they intend to submit an interim response to our fuel densification inquiry by April 1, 1973. They indicate that they will provide a two stage response to the high energy line question; a review, analysis and identification of problems and solutions by April 6,1973 followed by a fully detailed analysis a month later. With respect to the ECCS concern, we expect that you will be in a position to provide adequate reference data as well as appropriate design changes by mid-April.
For some time our review schedule has been based on publication of our Safety Evaluation Report by April 23, 1973 and discussion of this appli-cation at the May meeting of the Advisory Committee on Reactor Safeguards (ACRS). We.:onsider the foregoing submittal dates too late to be compatible with this review schedule.
We are, therefore, adjusting the schedule to coincide with the July ACRS meeting. We expect to publish the Safety Evaluation Report by June 6, 1973. This later schedule appears to be compatible with the submittal dates indicated for outstanding items.
