Arkansas Power 4 Light Company Arkansas Nuclear One - Unit One Docket No. 50-313, Lic-nse No. DPR-51 IE Inspection Report No. 50-313/76-07 Gentlemen:

The subject inspection report identified one violation of the Arkansas

Nuclear One - Unit One Technical Specifications. As applicable, our response to the violation includes:

(1) corrective steps which have been taken and results achieved; (2) corrective stsps which will be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved. The NRC position on the cited violation and corresponding APSL redpanse is pro-vided below:

NRC Position Technical Specification 6.7 requires that changes to procedures relating-t to surveillance and testing requirements of systems and components involving nuclear safety shall be reviewed by the Plant Safety Committee and approved by the Superintendent prior to implementation. Technical Specification 6.7 also requires that temporary procedures which do not change the intent of the procedure must be approved by two staff members, one of which must be a shift supervisor. Temporary procedures that change the intent must be approved by the Plant Superintendent.

Contrary to the above, Surveillance test procedures 1104.02 and 1104.06 were changed without evidence of approval.

It is our belief that we will be in full compliance with the requirement of section 6.7 of the Arkansas Nuclear One - Unit One Technical Specifica-tion by October 19, 1976.
