O'9 Arkansas Pour and Light Company Arkansas Nuclear One, Unit 1 Docket No. 50-313/77-21 NOTICE OF VIOLATI0tl Based on the results of the NRC inspection conducted during the period November 14-18, 1977, it appears that certain of your activities were not conducted in full compliance with rour Reactor License or NRC regulations as indicated below:
Technical Specification 6.8.1 states in part that,
" written procedures shall be established, implemented and maintained covering the activities referenced below:
"a.
The applicable procedures r;;omended in Appendix 'A' of Regulatory Guide 1.33, November 1972.
"c.
Surveillance and Test activities of safety-related equipment."
Procedure 1005.01, Administrative Controls Manual, Section 5.1, also states in part that, "... the manual is written for the purpose of having an up-to-date compilation of procedures necessary for the safe operation of the plant...."
Contrary to the above requirements, procedures 1102.04, Power Operation, and 1004.12, Operational Test Control, s
had not been maintained in an mp-to-date manner to reflect current operational and Technical Specification requirements.
This is an infraction.
