ARKANSAS POWER AND LIGHT COMPANY (ARKANSAS NUCLEAR ONE UNIT 1), LICENSE

NO. CPPR-57, DOCKET NO. 50-313

Attached is the report of a routine inspection conducted September 11-14

and 25-28, 1973. This memorandum is intended to update your information

regarding the Arkansas State Department of Health Radiological Response

Plans.

,

The inspection of emergency preparedness was limited to visits to

outside agencies included in the licensee's emergency plan. Visits

to police powers, hospital, civil defense, fire department and ambulance

[

service revealed that they have a reasonable understanding of their

role in the plan. They lack participation in a drill.

The Arkansas State Department of Health Radiological Response Plans

were examined in depth in May of 1971, and reported to CO:HQ's by

memorandum with details of the examination included in CO:II Report

No. 71-4.

This visit to the health department was made to update

information on the state plans. Principal changes noted in

the state health department plan are as follows:

1.

The state has added one Packard Tri-Carb liquid scintillation

i

counter for trituim and carbon 14 counting capability.

2.

One additional emergency vehicle has been added giving a total

of five.

3.

A state representative stated that the plan included in the ANO

Emergency Plan was drawn up by the state civil defense organization

with input from the state health department. The licensee plans to

also include the state health department emergency plan in the ANO

plan. The state health department representative stated that an

annex dealing specifically with ANO emergency response is being

prepared and is ready to be published.

The state health department representatives gave assurance that

there is no conflict of authority and coordination involving the

state health department response to any request from ANO to function

in an emergency situation. The state representatives stated that

they plan to respond to any request from ANO and carry out their

responsibility in evaluating the radiological hazard to the public.

The Arkansas State Department of Health representatives agreed to

participate in a drill of the plan in Novembcr, including the actual

dispatch of emergency teams to the vicinity of the ANO plant site.

Written agreement for state health department response is contained

in Appendix H to the ANO Emergency Plan.

The state health department emergency equipment and instrumentation

was inspected and found to be in a state of readiness, including

portable power supplies.

Upon inclusion of the ANO annex in the Arkansas State Department of

Health Radiological Response Plan and completion of participation in

planned drills of the ANO plan, we conclude that a reasonably good

emergency response capability will exist for the state health

department.

In the discussion with licensee management representatives at the

site on September 14, 1973, following the visits to outside agencies

and organizations, the inspector pointed out that arrangements with

outside agencies were reasonably good; however, there was much to be

done in Laplementing the emergency plan in action to be taken at the

facility site.

In view of planned fuel loading in December 1973,

immediate action should be taken and we will review the status of

this on a subsequent inspection.
