Loss of Offsite Power Test

Dear Mr. Moseley:

Subsequent to discussions with various Inspectors concerning the completeness of the original subject test, Florida Power Corpora-tion proposes to conduct an additional test as generally outlined on the attachment to this letter. It was verbally agreed by Mr.

Lewis and Mr. McDermott that the successful conduct of the test as scoped by the attachment would satisfy the Commission's con-Cerns.

  • ,a Crystal Rivsr Nuclear April 11, 1977 SCOPE OF OFF-SITE POWER TEST NORMAL LINEUP AT 15% REACTOR POWER.

1.

All station power on SU transformer except ES-3B, 2.

ES-3B supplied from diesel 3B; ES-3B equipment running to supply seal water flow and NSCC.

3.

Trip Turbine-Generator Lockout Auto-Reactor Trip; Trip SU transformer simultaneously.

4.*~ Verify diesel generator 3A starts and assumes Block 1 loads.

(Allow s-15 min.)

5..

Re-energize SU transformer.

6.

Synchronize diesel generator 3B to SU transformer and retire diesel generator 3B; set up for normal ES start.

7.

Synchronize diesel generator 3A.

8.

Align equipment as in #2 above except on ES-3A.

9.

Open ES-3A feed from SU transformer.

10.

Trip SU transformer and verify diesel generator 3B starts and picks up Block 1 loads.

11.

Synchronize diesel generator 3A to SU transformer. Retire diesel generator 3A and set up for normal ES start. Perform same for diesel generator 3B.

12.

Restart RC pumps; return plant to operation.
