Dear Sir:

In December,1977, Babcock and Wilcox reviewed the shutdown margin calcula-tions for all B&W plants and discovered that a worst case stuck rod had not been assured in the calculations for several early plants. Crystal River Unit 3 was not one of these early plants. The original shutdown calcula-tions for CR3 had assumed a stuck rod; therefore, B&W did not notify FPC of the problem that existed in the other units.

This letter confirms that FPC is now aware of the problem and that the problem never existed at CR3.
