Identification of Class Boundaries - Code Class 1, 2, and 3 boundaries were established as identified in Figure 1 of this submittal in accordance with the Code of Federal Regulations (10CFR 50.50.2(v)) and Regulatory Guide 1.26, Rev. 2. II. Cold Shutdown - Inservice Inspection - For inservice inspection re-quirements for testing those valves which require stroking or seat movement during cold shutdown, the testing of the subject valves will commence for those periods of cold shutdown, as defined in the CR#3 Technical Specifications, which are expected to exceed 48 hours. This is the minimum time we feel is required to make the necessary arrangements to schedule personnel to accomplish this cold shutdown testing. As many valves as possible will be tested after this 48 hour period is exceeded, however, the cold shutdown period will not be extented solely because of cold shutdown valve testing. III. Category A Valves - Leak Rate Testing - The values of permissible leakage rates of those Category A valves listed in Table 2 of the attached sub-mittal will be determined by Florida Power Corporation prior to the first refueling. Florida Power Corporation feels that there should be clarifi-cation on the intent of the Code on Category A valve Leak Rate testing and Appendix J testing requirements. We feel that it would be prematurethis to assign maximum permiscive leakage rates to each Catagory A valve at time, until the testing requirements of Leak Bate testing required by Section XI and Appendix J are more fully understood by the NRC, ASME and Florida Power Corporation. However, maximum permissible leak rates for all Catagory A valves shall be determined prior to the first refueling and made available for review by the NRC. IV. Systems Other Than Those Containing Steam, Water, and Radioactive Waste - For systems containing fluid other than steam, water, and radioactive waste which are classified according to Regulatory Guide 1.26 as Code Class 3, will not be tested in any other manner relative to Section XI than that listed in this submittal for pump and valve inservice testing. V Technical Specifications - Should a conflict arise between the Inservice Inspection Program and the Technical Specifications, Florida Power Corpora-tion will propose to t'ne NRC a Technical Specification Change Request, should the testing requirements of Section XI be more restrictive. VI. Authorized Inspector - (AI) - Florida Power Corporation requests exemption from the requirements of IWA-1300(f) and IWA-2120 (a through h), Section XI, 1974 Edition, through Summer 1975 Addenda. The Crystal River Nucicar Plant is under no boiler code legislation and has no local, municipal, regional or State enforcement authority. We feel that Florida Power the Corporation's Quality Assurance Program and the Regulatory Authority, Nuclear Regulatory Commission, provides more than sufficient insurance that the examinations, pressure tests, and pump and valve testing required by Section XI, ASME P & BV Code are enacted and enforced. _a

                                                     'ASME SECTION XI PUMP AND VALVE TEST PROGRAM FOR CRYSTAL RIVER UNIT 3 l

I. Pump Testing Program A. The pump test program shall be conducted in accordance with Sub-section IWP of Section XI of the 1974 Edition of the ASME Boiler and Pressure Vessel Code through Summer 1975 Addenda, except for specific relief requested in accordance with 10 CFR 50.55a(g) (5) (iii) which is identified in Attachment B. I B. The period for which the pump test program is applicable is the 20-month period commencing March 13, 1977. C. The pump test program was developed employing the classification guidelines contained in 10 CFR 50.2(v) for Quality Group A and Regulatory Guide 1.26, Revision 2 for Quality Groups B and C. (Quality Group A is the same as ASME Class 1, Group B is 2, and Group C is 3.) .Using these guidelines and INP-1100, the pump ^ list attached as Table A was developed. Table A identifies the following:

1. The pump number and service it performs, along with the ISD on which it is found.
2. The following test parameters:
  • Speed
  • Inlet Pressure
  • Differential Pressure
  • Flow Rate
  • Vibration Amplitude
  • Lubrication Level or Pressure
  • Bearing Temperature II. Valve Testing Program A. The valve test program shall be conducted in accordance with Sub-section IWV of Section XI of the 1974 Edition >f the ASME Boiler and Pressure Vessel Code through Summer 1975 Addenda, except .

The valve test program was developed employing the classification guidelines contained in 10 CFR 50.2 (v) for Quality Group A and Regulatory Guide 1.26, Revision 2 for Quality Groups B and C. (Quality Group A is the same as ASME Class 1, Group B is 2, and Group C is 3.) D. Figure 1 identifies the drawings which were used to develop the valve test program, together with the number of pages contained in Tables 1, 2, 3 and 3A; which list the valves on that drawing. Figure 1 and these tables are contained in Attachment C. E. Table 1, " Valves Being Tested In Accordance With Code Requirements," identifies the following for Category A, B, C, D and E valves:

1. Valve Nwnber
2. ASME Code Class -
3. Valve Category (all Category A valves will be leak tested at the same (or greater) frequency as scheduled refueling outages, but not less than once every two years.)
4. Test During 1 = Refueling frequency testing 2 = Cold Shutdown frequency testing 3 = Quarterly frequency testing
5. Tests to be performed ,

F. Table 2, " Valves For Which Seat Leakage Is Important" identifies those valves which will be seat leakage tested in accordance with the requirements of Subsection IWV of the Code. G. Table 3, " Valves For Which Code Exemption Is Being Requested" is described in Attachemnt B. H. Table 3A, " Clarification of Reason For Code Exemption" provides further amplification and justification for the specific relief requested. I i

II. Valve Testing Exceptions Table 3 contained in Attachment C identifies the valves for which relief from the requirements of Subsection IWV of Section XI of the 1974 Edition of the ASME Boiler and Pressure Vessel Code, traough the Summer 1975 Addenda, are requested in accordance with 10 CFR 50.55a (g) (5) - (iii). Table 3 identifies as a minimum, the following requested information:

1. a. valve Number
b. ASME Code Class
c. Valve Category as defined in IWV-2000
2. Column X identifies the ASME Code requirement tha~t has been deter-i mined to be impractical for the valve. The coding scheme for
                         'this column is identified in Figure 2.
3. Column Y identifies the basis for the requirement in Column X being impractical. This column presents a generic reason in the form of a code, which is identified in Figure 3; as well as a referral to Table 3A for additional clarification.
4. Column Z identifies the testing that will be performed in lieu of the ASME Code Section XI requirements. The coding scheme for this column is identified in Figure 2.

The coding scheme for Columns X and Y are identified in Figures 2 and 3, respectively, in Attachment C. 9 e B-1
