Dear Mr. Wells:

By virtue of this letter I would like to lodge a formal request with your of fice for an extension in time so that our group can pursue in detail the ramifications of the Envi rontental Report filed by the Toledo Edison Company on the Davis-Besse Nuclear Power Plant. According to the Notice which appeared in the Federal Register on August 20, interested parties at both the State and Federal levels had been given an interval of sixty days during which objections and/or clarifications to the report could be made. Repeated attempts to obtain the necessary exchange of information which could be used for this at both the Federal and State levels have been largely ignored and/or answered in vague and uncertain terms. For Instance, the Director of the Bureau of Sports Fisheries and Vildlife has not even responded to our inquiries, the Radiological Health Unit of the State of Ohio Department of Health has answered our inquiries with the vague statement that they were looking into the matter; and the Ohio Department of Natural Resources claims "that it does not have any authority in this matter" to just mention a few. If the conclusions of the Environmental Report filed by Toledo Edison were to be accepted by default, it would make a mockery of the Environmental Policy Act of 1969 In passing, I might mention that the report seems woefully inadequate in many respects and I cannot imagine that it could be accepted in its present form. However, in order for our group to prepare the necessary documentation and to seek legal counsel for establishing ourselves as Intervenors in this case, it would be necessary for us to obtain an extension of the time limit for at least ninety days. As you probably are well aware of the fact, the financial outlays necessary for private citizens Ordinarily, this could be and to undertake such a venture are enormous.
