DATE OF EVENT: August 17, 1978 FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRENCE: Diesel Fire Pump declared inoperable

Conditions Prior to Occurrence: The unit was in Mode 3, with Power (MWT) = 0, and Load (MWE) = 0.

Description of Occurrence: At 0715 hours0.00828 days <br />0.199 hours <br />0.00118 weeks <br />2.720575e-4 months <br /> on August 17, 1978, while performing Surveillance Test ST 5016.01, " Diesel Fire Protection System Pump Weekly Surveil-lance Test", it was disco rered that the Diesel Fire Pump started at 80 psig decreasing. The pump is required to start md maintain the fire suppression water system pressure E,95 psig as per the urve111ance requirements of Technical Specification 4.7.9.1.lf4.

Although the Diesel Fire Pump was still functional, and would maintain header pressure if manually started, the Shift Foreman suspended the test and declared the pump inoperable at that time due to the low auto start

. pressure. This placed the unit in the action statement of Technical Specification 3.7.9.1, which requires two high pressure pumps to be operable at all times.

Designation of Apparent Cause of Occurrence: The cause of the occurrence is attri-buted to a component failure of pressure start switch PS 1047. The switch is to activate the Diesel Fire Pump starter at 100 + 5.psig. The low pressure setpoint had drifted resulting in a delay of the pump starting.

Analysis of Occurrence: There was no danger to the health and safety of the public or to unit personnel. The electric fire pump was operable if an incident requiring the fire protection system had occurred. Also, the Diesel Fire Pump could be manually started if it were required and did start automatically at 80 psig decreas-ing.

Corrective Action

Under Work ' Request IC-2757, the Diesel Fire Pump pressure start

,I switch PS 1047 was recalibrated. On August 18,1978 at 1900 hours0.022 days <br />0.528 hours <br />0.00314 weeks <br />7.2295e-4 months <br />, the Diesel Fire Ptap Surveillance Test, ST 5016.01, Diesel Fire Protection System Weekly Surveil-lance Test, was dompleted and the Diesel Fire Pump was declared operable removing the unit from the action statement of Technical Specification 3.7.9.1.

Failure Data: No previous similar events have occurred.
