F2GIM.R, amndments to its regulations 10 CFR Part 50, " Licensing of Production and Utiliaation Facilities," and 10 CFR Part 73, "Pnysical Protection of 21:nts and Materials." 'Itese new regulations identify measures to oe taken for tne protection of nuclear gover reactors against industrial sacotage. Copies of these new recuirecents are enclosed. Of particular interest is tne aception of a new section 10 CPR 73.55, "Requirerenta fer pnysical protection of licensed activities in nuclear powr reactors against industrial sacetage." The new regulations require tnat you sub-mit an amended pnysical security plan within 90 days of the rmo11 cation of tne rule in the FEDERAL 2EGIMR deEcribing how you plan to ecmoly with the r:x;uirermnts of 10 CFR 73.55, including senedules of i::cleirenta-tien.
To provide additional detailed guidance on 1:clementing the new rule, we are scheduling regional :neetings to discuss the requirements of 10 C:"173.35, to present an accectable format and content for the required a:nended ohysical seceity plan and to provide preliminary accectance criteria which the NRC staff will use to determine the accept-aallity of sucxnittals. An agenda for these ceetings is enclosed, in-cluding the dates and location of the meeting for each imC Fegion and supplecental infor: nation related to some of the copics listed on the agenda. In crder to provide a forum for effective discussion, you are requested to send no more than four representatives to the reeting.

Se Comission also has under develognent, aandments to its regula-tions that would require nuclear power plant licensees to develop and follow safeguards contingency plans for dealing with threats, thefts and satotage relating to scecial nuclear =aterial and nuclear fccilities. A presentation and discussion on this suoject is on the meeting sjenda and oackground information en this subject is also enclosed.
