The information nresented is as initially received without verification or evaluation and is basically all that is known at the time of this notification.

Facility: Davis-Besse Unit 1 Subiect: ALLEGED FALSIFICATION OF ELECTRICAL RECORDS OF A SUB-CONTRACTOR (FISHBACH AND MOORE)

Mr. Tom Quinn, Cleveland Plain Dealer, telephoned Region III on April 23, 1976, to inform Region III that he (Quinn) had received allegations in connection with the Davis-Besse Unit i facility.

The allegations were made by three forner employees of Fishbach and Moore, an electrical subcontractor at the Davis-Besse Unit 1 facility, and concerns the falsification of records for safety related electrical gj work. The records alleged to have been falsified included cable pull cards, inspection reports and nonconformance reports.

Some portion of the allegations were apparently discussed during State of Ohio Bureau of Employment Hearings held during January and April 1976 and are a matter of public record.

Region III will be contacting the allegers to determine if there are any areas of concern not already known to NRC.

Region III expects significant news media coverage regarding this allegation about mid-week (April 28, 1976). No press release has been made by the licensee or is planned by NRC (Region III).

Region III received the telephone call from Mr. Tom Quinn about 4:00 p.m., April 23, 1976.
