Dear Mr. Murphy:

This is in response to your letter received !!ay 20, 1976, in which you requested:

1.

An evaluation of the recent allegations that records and documents have been falsified at the Davis-Desse iluclear Power Plant; and 2.

Steps being taken by !MC to assure that the vital wiring for the plant has been correctly installed and is satisfac-torily functioning prior to authorizing operation.

The allegations of falsification and faulty electrical installation O,

were initially nade in January and April 1976, in an Ohio Bureau of Employcent Services hearing. Three fonaer quality assurance. inspectors for the electrical subcontractor at the Davis-Besse plant testified at the hearings on the application of one of the three for unemployment compensation.

The allegations were brought to the attention of the ilRC in April 197G by a Cleveland newspaper; they were also reported by several other news cedia in northern Ohio.

As background concerning this matter, in a routine tac inspectica in May 1975, inspectors from the fiRC Region III office identified quality assurance and installation problems with safety-related electrical work at Davis-Besso. 1:ence, prior to the allegations of January and April 1976, the installation of safety-related electrical ufring was an area under close scrutiny by the tiRC. As a result of the l'ay 1975 llRC inspection findings, Toledo Erfison, the construction permit holder, corraitted to a complete reinspection of all installed safety-related wiring.

A copy of the liRC's correspondence confirming Toledo Edison's co:mitgent is enclosed.

With regard to the two matters raised in your letter we provide the following:
