Dear Senator Bentaan,
l Millions of people in the vicinity of Comanche Peak Nuclear Power I
Plant are trunting their lives to TU Electric Co.
According to newspaper and Nuclear Regulatory Commission reports the plant is the i
most unsafe plant in the nation.

The flaws in this plant or tremendous., Bogus;bolta;were used in
{
the construction
(
1mbedded in concrete ) and unable to be checked.
t Velves have; failed'to-function and allowed super heated water to flow out
'of ths containment ' building during hot tests.
Operators"have:g
. turned valves thatwrong way., There is only about a month to go and all these things plus many more are supposed to be resolved before then.
l TU Electric has been building the plant for 17 years and still cannot pass a test without serious faults.
A few years ago TU Electric said that if the plant doubled in cost i
from the than 83.4 Billion, it would not be fesible to opem the plant.
The cost has escalatied to beyond 29.1 Billion.
Just recently the r
Public Utility Commission voted to hire an auditing firm that had l
a11 ready been selected by TU Electric. This audit is to decide what expenditures can be passed on to the consumer.
The IMS wouldn't let me do my own income tax audit would they?
How can the PUC let TU Electric choose their own auditor?
TU Electric is trying to start loading the plant on or about Oct.
2, 1989 and if this happens they can then start charging customers. But according to NRC reports the plant la not safe and if the plant la allowed to open that soon millions of lives will be l
jeopardized.

Citizens for Fair Utility Regulation la currently appealing an NRC l
declaion denying the group intervenor status in the licensing proceedings for the plant.
They will be requesting the court to stay the fuel loading until the court has ruled on their petition to reopen public hearing into the large nuagers of critical safety laauen still ooutstanding at the plant.

I appeal to your sense of humanity to use your influence in stopping the NRC from inauing a low-power license to load fuel until a court ruling has been laaued.
I understand that Senator John Breaux of Louisana has uncovered illegal
" pay for silence" agreements between whistleblowers and TU and Brown Root (the construction co.)
and has referred this to the i
Justice Department for investigation.
