SUBJECT:

01 AND REGION I COOPERATION ON PEACH BOTTOM The past several days' activities with regard to the handling of the allegations concerning control room operators at Peach Bottom serves as an illustration of how close coordination between our regional offices and the Office of Investigations can lead to quick and effective results.

In large measure, the agency's ability in this case to respond in a timely manner, and in a manner consistent with our responsibilities, is due to the cooperation evidenced by the Office of Investigations, Region I Field Director, Chester White, and the willingness of the investigator, Rich Matakas, to act promptly as the occasion demanded.

Of personnel, in unison with Region i personnel, developed an investigative strategy and, working throughout the weekend, Mr. Matakas conducted a series of interviews that established that there was an immediate health and safety concern at Peach Bottom.

The results of those interviews were presented in a clear and convincing manner to regional staff 'and the Regional Administrator, and enabled us to reach a determination to issue the immediately effective shutdown order against PECO.

ALLEGATION OF NRC INSPECTOR SLEEPING IN PEACH BOTTOM CONTROL ROOM The enclosed memo to me from Jay M. Gutt'errez, Regional Counsel, documents the receipt of two allegations from Philadelphia Electric Company concerning possible inspector impropriety.

Please initiate an investigation to determine the validity of these allegations.

I would appreciate being kept abreast of this investigation as it develops so that I may take timely management action, if appropriate.
