Within the scope of the inspection, no violations or deviations were

identified. However, the inspection revealed potentially significant

programmatic and implementation weaknesses regarding the classification of

plant procedures and the adequacy of the' alarm /off-nonnal procedures. These

matters should receive your prompt attention to ensure that the procedure

l

upgrade efforts of your Safety Enhancement Program are comprehensive and

effective.
