t STATEMENT OF ENGINEERING ACHIEVEMENT i
This candidate has an outstanding record of accomplishments in research standards development.
Recent accomplishments include:
publication of the Regulation on Decommissioning; publication of NRC's Regulatory Guide rela i
to reactor vessel embrittlement; resolution of Generic Issue B-5, Buckling o Steel Containraents; completion of research that-validated proposed correct for intergranular stress corrosion cracking in boiling water reactor piping; i
and successful completion of research that included testing of a reinforced I
concrete reactor containment structure.
As a member of the ASME Codes and Standards program, he marshalled the e of hundreds of outstanding technical experts to resolve major technical issues related to the design, construction, and inspection of nuclear facilities.
By doing so, he obtained an outstanding technical product cuitable for incorpora-1 I
tion.into NRC's regulations and allowed the agency to minimize confrontation and contention with designers, builders, and operators of nuclear facilities.
l The candidate is also the official agency representative on several American Society of Mechanical Engineers (ASME) high-level codes and standards com-mittees, and in this role, ensures that safety issues of importance to the

agency and the public are appropriately addressed.
His success in these endeavors is evidenced by the fact that Section III and XI of the ASME Code (dealing with inservice inspection) are incorporated into NRC's regulations and their use is mandatory for all licensed nuclear power plants in this country and in many foreign countries as well.
