During the period of ' July 17 through July 28, 1989, the NRC conducted an

'

announced team inspection of the emergency procadures used by the operators at

"

the Maine Yankee Atomic Power Company.

'

At: the conclusion of the inspection,- the preliminary findings were' discussed

'

with those members of your staff identified in the enclosed report. Within

the context of this report, the term emergency procedures includes the Emer-

gency Operating ~ Procedures (EOPs), Functional Restoratwn Procedures (FRPs),

Abnormal Operating Procedures (A0Ps), and other procedures referenced within

those procedures.

The overall assessment of the inspection team is that the procedures are-

generally well written and that the operators.should be.able to utilize the

procedures to mitigate an accident. 'With modifications as indicated'in the

. enclosed inspection report, the program at Maine Yankee could be used as an

example of a well developed' program.

. During the inspection, one concern was identified which warrants your atten-

tion.

This concern is the direction given to the operators that the emergency

,

procedures are not to be considered verbatim compliance documents but are

'

intended to be used as a guide (see paragraph 2.0 of the enclosed inspection

report).

You are requested to respond, in writing, to the above concern within 30 days

I

of' receipt of this letter identifying those actions taken or planned. Your

response should contain the specifics of how the changes will be made, and a

'

schedule of when the changes will be implemented, including training on the

-

changes.

In addition, Attachment 4 to the enclosed inspection report identifies several

other weaknesses relative to implementation of the emergency procedures.

You

are requested to respond to the identified weaknesses within 60 days of receipt

of this letter.

'

The response requested by this letter is not subject to the clearance proce-

!

dures of.the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511,
