SUBJECT: NRC INSPECTION REPORT NOS. 50-348/89-15 AND 50-364/89-15
The NRC Systematic Assessment of Licensee Performance (SALP) has been
'
completed for your Farley facility.
The facility was evaluated for the period
April 1,1988 through July 31, 1989.
The results of the evaluation are
documented in the enclosed Interim SALP Report. This report will be discussed ~
with you at a public. meeting to be held at the Farley facility on November 1,
1989 at 10:00 a.m.
The performance of your Farley facility was evaluated in the functional areas

of. Plant Operations, Radiological Controls. Maintenance / Surveillance,
- Emergency Preoaredness, Security, Engineering / Technical Support, and Safety
. Assessment / Quality Verification.
Although the functional areas evaluated
during this assessment period are not identical to those evaluated ;in the
previous period, a close correlation can be made for identifying changes in
performance.-

During the SALP period, the Farley station sustained the superior performance
of the previous period in the operations and radiological controls areas and
improved station per#ormance in several other areas.
The assessment clearly
q
indicates superior performance in the majority of the assessment categories.
I
commend your managers and staff for attaining this level of performance and
,
challenge them to achieve this same superior performance in the remainder of
the assessment categories
The SALP is primarily positive in its findings but as is always the case,
'
there are some areas that could benefit from increased management oversight.
These are identified in the body of the SALP report.
'
Any comments you have concerning our evaluation of the performance of your
Farley facility should be submitted to this office within 30 days following
i
the date of our meeting.
These comments will be considered in the development
of the Final SALP Report.
Your comments and a summary of our meeting will be
issued as an appendix to the Final SALP Report.
