the months of August and September 1989. The Radiation Protection Enhancement
Program (SEP Item 54) is now complete and no further bi-monthly status reports j will be made concerning this issue.

SUMMARY

REPORT AUGUST AND SEPTEMBER, 1989 ,

1. Milestones a Phase I Assessment of Current Conditions (complete).

s Phase II Current Program Optimization (complete).

m Phase III Program Plan Draft (complete),

a Phase IV Reassessment (complete),

a Procedure Development and Training (complete). '

a Radiation Protection Program Organization (fully staffed).

NOTE: Safety Enhancement Program Reference Item 54, establishment of a Radiation Protection Enhancement Program, is complete.

2. Proaram Reassessment An independent consultant was contracted to perform an assessment of the implementation of the Radiation Protection Enhancement Program. The evaluation was conducted during the period of September 18 to September 29, 1989. The results concluded that the program was effectively implemented.
3. Procedure Imolementation Procedures identified to support the Radiation Protection Enhancement Program were PRC approved on or before July 31, 1989, and were implemented effective September 1, 1989. Of the original thirteen procedures delayed awaiting receipt and/or installation of equipment, four have been issued.
4. Trainina Training has been completed on the issued administrative and implementing procedures associated with the Radiation Protection Enhancement Program.
5. Eauipment Onsite NVLAP evaluation has been completed on the previously acquired Panasonic TLD system.
6. Oraanization and Staffina With the arrival of the Supervisor Radiological Health and Engineering and Supervisor Radioactive Waste Operations in September, the Radiation Protection department is fully staffed.

l Summary The Rt.diation Protection department has completed the Radiation Protection Enhancement Program given:

1. Schedule proposed in the original RIP was accelerated.
2. Procedures upgraded and implemented September 1, 1989.
3. Technical assistance was provided during the 1988 refueling outage to ensure program adequacy was maintained.
4. An assessment of the implementation and effectiveness of the Radiation Protection Enhancement Program was conducted by an independent consultant.
5. New Radiation Protection organization is fully staffed.
6. Resources, i.e., equipment, space and facilities, are either in place or completion date has been set.
