The performance of your senior reactor operators (shift supervisors, assistant '

shift supervisors and work control center supervisors) is of_ utmost importance

and a major factor in the safety of reactor operations. Our inspectors found

two ' instances when the performance of these senior reactor operators (SR0s) was

'

not up to the high standards of professionalism expected.

Specifically, _ once

' both on shift SR0s were taking a break at the same time in an area adjacent to

but=outside of the controls area'. Secondly, the shift supervisor did not. for-

mally: enter the applicable Technical Specification Limiting Conditions for

Operation -(LCO), despite recognizing the potential inoperability of the standby

gas treatment (SBGT) system and taking action to correct it.

In both -instances we conclude that there was no direct adverse impact on the

'

safety.of your reactor operations and the technical significance was minimal.

However, the professionalism of operators is a matter of great significance to

the NRC. Accordingly, we request that you address these issues in. a written

response.- Please include the corrective actions you have taken and the long

term actions you plan to ensure that SRO performance maintains a high standard

of professionalism.
