Michigan Street - P379: -Milwaukee, WI 53201 - c Gentlemen: E Enclosed for your review, prior to our scheduled meeting of June. 27,'1989,- i

is the SALP-'7 Board Report for the Point Beach Nuclear Plant, covering the

,, -period October It 1987, through March 31, 1989. ' ~ iIn accordance:with NRC policy, I have reviewed the-SALP Board Assessment 'and concur with their ratings. It is my view that the conduct of nuclear activitiesiin connection with the Point Beach facility shows an appropriate concern for nuclear safety. Specific areas highlighted in this SALP are: , . I '. 'A' strong knowledgeable-and professional operations staff with good ' - ,,* awareness of plant conditions. 4 L2.

Your maintenance of a " black board" in the control room and the high

- . priority, placed on repairing malfunctioning annunciators when they- ll , l! occur. ' L3.- The professional atmosphere exhibited in the control room. .l ' 4 - + 4; The efforts and positive results achieved in the radiological controls - -area'which manffested itself in an improved rating (to Category 1 from

i the previous-Category 2). -5. 'Overall good performance which is exemplified by relatively few ( violations and high capacity factors, this latter point being ," indicative of.a good maintenance program and few personnel errors. . d I have also noticed that there appears to be a need to further improve , communications with the NRC and that in certain cases there was a slowness in responding to NRC concerns. This concern was evident late in the assessment 1 - .: period as it related to an issue of fuel movement with both containment . airlock doors open, testing and replacement of the station batteries, and an W, \\ issue involving the, potential for rendering safety injection inoperable. j . Matters of this type merit your continued attention to assure they do not i < n . detract from overall good performance on your part. ) \\ gGQ@$ $$ 6 ZEY l
