-transmitted Revision 18 to the Turkey Point Physical. Security Plan.
p Our. review of the changes has found most of them to be inconsistent with the-
- provisions-. of 10 CFR 50.54(p)... ' To preclude. a violation of regulatory requirements, you must not implement the change. in Section 5.1.2.
The other changes which -involved the alteration of the south protected area barrier
- describe changes which had physically not taken place.
Changes cannot be made' to the security plan unless they physically exist, since this is the
- document used by the inspectors to ascertair, compliance.
The reasons. for deeming < the changes inconsistent are delineated 'in the enclosure to this letter.- Should you want to pursue the changes, you must submit a request to the Commission's Office of Nuclear Reactor Regulation, under the provisions.of 10 CFR 50.90 for an amendment to your license.
Our concerns were. discussed on September 20,1989;- between Mr. G. Madden of your staff and Ms C.: Perny of this office.
' The enclosure to your' letter is being withheid from public disclosure because
.it.contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.
The material' enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized' individuals is prohibited by
'Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
