Your letter of December 13,1988(WM88-0321) transmitted two requests for relief from certain requirements of Section XI of the-ASME code.

Specifically the ASME code version that Wolf Creek is comitted to requires that material

. manufacturers and material sup)11ers either hold a. Quality System Certificate (QSC) issued by ASME or have t1eir quality systam programs surveyed and 1

qualified by an N-type Certificate Holder. Yot.

where Unistrut components and Swagelok pipe fittings have been purchased and installed without the involvement of a QSC or N-type Certificate Holder. Wolf

-Creek has requested relief from these code requirements for both past and 1

~ future procurements of Unistrut 6nd Swagelok components and rely, instead, on a program in which Wolf Creek qualifies these material suppliers.

These two relief requests have received extensive reviews by both the Mechanical

Engineering Branch of NRR's. Division of Engineering and Systems Technology I

(DEST)andtheVendorInspectionBranchofNRR'sDivisionofReactor 1

Inspection and Safeguards. Additional review input was also received by the Perfornance 8-Quality Evaluation Branch of NRR's Division of Licensee l

performance-and Quality Evaluation and the Materials Engineering Branch of DEST.

l The staff's review of ycar relief requests has focused separately on both J

past and future procurements. The staff has concluded that the Wolf Creek proposed alternatives to ASME Section XI rules meet the requirements of 10 CFR 50.55a(3)(1) and provide an acceptable level of quality and safety.

This relief is authorized by law and will not endanger liie or property or the common' defense and security and is otherwise in the public intercst given due consideration to the burden upon the licensee that could result if the requirements were imposed on the-facility. Therefore the staff finds your relief requests for past procurements and installation acceptable. This relief also includes those shelf items that have previously been procured and are currently being maintained as spare parts.

Regarding your relief request for future procurements, the staff understands that-ASME is considering modifications t6 the Code in this review area.

In anticipation of such action, the staff is granting an interim three year approval for future procurements. Aftar three years following the date of f
