Oyster Creek Nuclear Generating Station Docket No. 50-219 Free Field Site Specific Response Spectra
-On July'7, 1987, during a meeting with the NRC staff, GPUN presented a need for
-unification of. Oyster Creek seismic floor response spectra (FRS) and proposed a
- methodology that would utilize the Site Specific Response Spectra (SSRS) developed by the NRC staff during the Systematic. Evaluation Program (SEP) with
'an appropriate reduction for soil structure interaction (SSI).
subsequently,-by' letter dated Dec. 21, 1987, the NRC staff recommended two options ;GPUN could, pursue.;;One option required the development of a new free-field SSRS for Oyster Creek.
on May 25, 1988, GPUN presented a methodology for the new SSRS.
During the meeting.the staff: raised several concerns as documented in.their letter dated

June 22, 1988.: Their concerns were related to-(1) records which included the

SSI' effects (2)' suitability of shear velocity to judge the compatibility with the Oyster Creek site (3) absence of recent earthquake records which could be suitable for analysis and (4) inclusion of P-wave velocity.

.The attached report includes newly developed SSRS and methodology utilized. A summary of the newly developed SSRS was presented to the staff in our recent meeting on September 27, 1989. The report also justifies the new SSRS and
.provides our responses to the above staff concerns.
