Subject:
Oyster Creek Nuclear Generating Station Docket No. 50-219 and Three Mile Island Nuclear Generating Station Docket No. 50-289 Licensed operator. Qualification. Requirements 1
?:
on September'28, 1989, a telephone conference call was conducted between
.GPU Nuclear and the U.S. Nuclear Regulatory Commission. During the course of that discussion, GPU Nuclear made several verbal commitments relative to
- qualification requirements for an initial application for o reactor operator license under 10CFR55..This letter is being written to docket these verbal commitments.
The GPU' Nuclear Operational Quality Assurance Plan in Appendix C, Part 1, commits to implementing. Regulatory Guide 1.8 Revision 1-R, as modified in.
4 Appendix C Part 2.
GPU Nuclear committed to revising the Part 2 requirement to include 6' months of operating experience as a prerequisite for a. initial reactor operator application until the applicable station simulator has been
.c certified in accordance with 10 CFR 55.45.(b).
This change will be reflected
.in the annual submittal of the Operational Quality Assurance Plan which de'cribes changes made under 10CFR50.54(a)(3).
It is understood by GPU Nuclear tho.NRC approval of that change would not be required because it directly
- incorporates:an accepted NRC position.
Additionally,.both the_ Oyster Creek and Three ".ile Island Nuclear Generating Stations' Initial License Operator Training Programs will be revised to include this same six month requirement as a prerequisite for entering the
. licensed operator program until the applicable station simulator has been certified in accordance with 10 CFR 55.45.(b).
