This letter forwards a report on the results of a special inspection of the

Browns Ferry Nuclear Plant Unit 2 (CFN-2) Civil Calculation Review Program and

Seismic Design Program conducted at TVA's office in Knoxville, Tennessee on

_ June 5-9, 1989, and at_Bechtel's office and EQE's office in San Francisco,

'

California on August 8-18, 1989. A total of 14 design areas (10 under civil

calculation review program and 4 under seismic desian program) were reviewed

l

during this inspection and 5 of them (3 civil calculation items and 2 seismic

des 19n items) remained open.

These 5 open items are: C0 1

CC-1.0, CC.14,

CSG-9, md CSG.10.

Closure of theso 5 items and 7. additional open itenis

(CSG-19, CSG-24. CSG-27, CSG-28 CSG.32. CSG-34 and CSG-35) as documented in

NRC Inspection Report No. 50-260/89-29 is required prior to the restart of

BFN-2. The staff will review the, resolutions of these open items in the
