NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 Fermi 2 License No. NPF-43 As a result of the inspection conducted on September 1 through October 16, 1989 and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1989), the following violation was identified:

10 CFR 50, Appendix B, Criterion V, states, " Activities affecting quality shall be prescribed by documented instructions, procedures or drawings, of a type a)propriate to the circutstances and shall be accomplished in accordance with t1ese instructions, procedures, or drawings.

Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."

i Procedure NPP-OPI-11. " System and Equipment Status," Rev 3, Step 6.3.1.7, specifies that requirements necessary to restore systems o" components to operability,includingappropriatesurveillances}bedocumentedontheir associated Limiting Condition for Operation (LCO sheet Step 6.3.3.1 requires that to clear an LCO, verification is to be made to ensure that all listed requirements to declare the system or component operable have been performed.

Contrary to the above:

LCO No. 89-0665 for the Standby Gas Treatment System was cleared on August 16, 1989, and the system declared operable without all of the independent verification steps specified in surveillance procedure 43.404.01 being completed. Completion of procedure 43.404.01 was specifically denoted on the LCO sheet as a requirement to clear the LCO.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement 'sr explanation in.eply, including for each violation:

(1) the corrective actions that have been taken and the results achieved; (2) the corrective actions that will be take- +o avoid further viciations; and (3) the date when l

full compliance will Se achieved.

Consideration may be given to extending your response time for good cause shown.
