Pursuant to 10CFR50.90, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station (OCNGS), Provisional Operating License No. DPR-16, requests a change to Appendix A of that license.

During the 12R outage, GPUN incorporated the Long Term / Final Design Objectives for Control Room Habitability by modifying the Control Room HVAC system. This modification added an independent control room HVAC system (B) with a tie-in to ,

the existing system's (A) ductwork.  ;

Since this modification had the potential to change the flow rate (makeup air plus infiltration tir) to the control room envelope, GPUN reviewed the radiological analysis to determine the limiting flow rate for the partial recirculation mode'of operation. The results of these calculations demonstrated that the beta and gamma doses remain below their respective limits even with 100% outside air for 30 days. l Based on these facts, the current Technical Specification limit (TS 4.17b) of 2000 cfm is not warranted, and should not be considered a factor for determining the operability of System A or System B. With this amendment request, GPUN has proposed to eliminate this surveillance requirement in addition so the enanges necessary to address the 12R modification (System B).

This change request has been reviewed in accordance with Section 6.5 of the Oyster Creek Technical Specifications, and we have concluded that this proposed change does not constitute a significant hazard consideration. ..
