Evacuation Time Estimates Enclosed is a study report presenting the information requested in Reference (2).

The study was designed as instructed in Reference (2).

The evacuation times presented in the report indicate the time required for the last evacuee starting from within a sector, following the planned evacuation route, to exit the area defined by a 360* arc at a radius equal to the outer radius of the sector of interest.

These are useful estimates.

However, it must be kept in mind that every evacuee except the (last) one for whom evacuation times are indicated would exit the evacuation zone more quickly, some almost immediately, particularly those starting near the outer boundary of the zone and those nearer the

" head of the line" than the tail end. It must also be remembered that, to avoid plume exposure by evacuation, it is necessary only to move out of the plume, perhaps by moving to an adjacent sector within the same radial zone, rather than to escape the entire radial zone.
