DOCKr_EE June 6, 1980 Docket No.: 50-327 MEl10RANDUM FOR:.Darrell G. Eisenhut, Director, Division of Licensing, ONRR THRU:

STATUS REPORT ON SEQUOYAH, UNIT NO. I 1.

Plant Statg Due to probl' ems related to hangar and supports, the plant is currently in Mode 5, Cold Shutdown. All inspections and any recuired rework of hangers are expected to be completed by June 21. On this basis, initial j

criticality is now estimated to be July 4,1980. One week of standard zero power physics tests will be conducted and it is expected the low power test program will take three weeks.

Review Status An ACRS subcomittee meating and full comnittee meeting were held on 6/2/80 and 6/5/80 respectively. These meetings covered the areas of (a) Non-THI issues that remain unresolved for full power, (b) H2 control on ice-condenser plants, (c) feed and bleed processes, (d) low power test program and (e) responses by TVA and staff to formal cuestions raised by the ACRS. The discussions and position by the staff on H2 control were of particular interest to the ACRS. There was an intensive intermgation by ACRS members on the staffing rationale for not requiring at this time some form of system for mitigating and controlling H2 in the containment for a degraded core situation. This is a major issue that will require further detailed discussion. The discussion of the feed and bleed pro-cesses was of academic interest to several members. This subject matter was recognized however, as a g'eneric issue and further work is needed -

no impact is expected to licensing this plant. The discussions on the low cower test program before the committee went well, however, the staff has not yet completed its review due to some continuing nroblem items.

Pegarding the schedule, the comittee was told by the Project Manager that we would be in a position to discuss all full.nower recuirements 8006190 77 7

O Darrell G. Eisenhut June 6,1980 2.

Review Status (Cont'd) for Secuoyah at a July ACRS meetino. This is an ambitious schedule and only achievable if this project receives top priority for every outstanding issue. We also told the ACRS that we plan to ask for a letter on both units in July.
