Dear Mr. Keppler:

As further clarification of discussions between Mr. F. Hawkins of your office and personnel at the Marble Hill Site on the method of evaluation of in-place concrete as it pertains to surfaces which are inaccessible due to backfilling, Public Service Company of Indtana, Inc. (PSI) plans to address such surfaces in the following manner:

A special process procedure, SPP-5, " Category I Concrete Surface Irregularities" will be used to identify patches and repair areas on visible Category I concrete surfaces. After Category I work begins the patches which have been identified will be examined and an engineering evaluation of the patched and repair areas performed.

Based on the results of these inspections and evaluations, conclusions will be drawn on the condition of surfaces inaccessible due to backfilling.
