s, b) v Appendix A NOTICE OF VIOLATION Dairyland Power Cooperative Docket No. 50-409 Based on the inspection conducted on May 5-9, 1980, it appears that one of your activities was in noncompliance with NRC requirements, as noted below.
This item is a deficiency.
10 CFR Section 50.72 requires, in part, licensees of nuclear power reactors licensed under $50.21 or $50.22 to notify the NRC Operations Center as soon as possible and in all cases within one hour by telephone of any event re-sulting in automatic actuation of thIe reactor protection system.
Contrary to the above requirement, at 7:21 p.m. on April 28, 1980, the plant experienced a reactor trip, during startup at low power, due to a low Reac-tor Vessel level. This event was not reported within the one hour time limit and NRC was not informed of the occurrence until approximately 6:15 a.m. on April 29, 1980, during a routine status call from the NRC Operations Center.
