Dear Mr. Denton:

This submittal is to provide information requested by Mr. Raymond Ramirez during a telecon on June 9, 1980.

During the telecon, we had discussed the inability to complete one item of the committed main control room upgrade, indicating lamp test circuits, prior to exceeding five percent power.

The reason for this is the extreme number of circuits and time required to conduct proper testing of all cir-cuits after implementation.

We propose that we be allowed to implement the lamp test circuits and verify the modified circuits by test for the two safeguards panels prior to exceeding five percent power.

This upgrade will cover the majority of safety or safety-related indica tors. The remaining lamp test circuits will be completed and tested at future outages, but in all cases be completed by the end of the first refueling ou tage. To insure high reliability uf the indicators not yet having test circuits, the following will be done:

1.

Each shift change, control room personnel will verify that all safety and safety-related indicators without test circuits agree with their respective switch or device position. Any detected lamp failures will be rep' laced at that time.

2.

Prior to exceeding five percent power, the indicators s;ill be relamped with new lamps and again every two months until test circuits are implemented.

This is based on a maximum failure rate of nine to ten lamps per day out of approximately 1200, that has previously occurred on the North Anna Unit Main Control Board. Assuming no duplication of replacements, this indicates the average life of the lamps is in excess of four months.

We feel the above actions will well insure proper indicating reliability.

Since this item has significant affect on the operational schedule for North Anna Unit 2, we are shif ting our efforts to completion of the safeguards panel lamp test modi-fications, and we would appreciate your concurrence on the above as soon as possible.
