20555 Special (Low Power) Tests North Anna Unit 2
Dear Mr. Denton :
In recent letters to you we have submitted inforraation concerning special (Iow power) tests to be performed following zero power physics testing on l
North Anna Unit 2.
Furthermore, you have received a letter from Westing-house, our NSSS vendor, discussing their concern over performance of Tests 8 and 9b.
(Test 9a is required for Test 9b.)
Westinghouse believes, and we concur, that there is a significantly higher i
risk associated with performance of Tests 8 and 9b as compared with the other tests because of the special conditions required; e.g., achieving criticality in a stagnant (no flow) condition. We discussed these concerns with Mr. A. W. Dromerick and other members of the staff during a meeting on j
May 14, 1980.
Westinghouse and we feel that the limited benefits of repeating these tests at North Anna and other facilities do not outweigh the l
a t tendant risks.
The general consensus is that the benefits of the attempt of Tests 3 and 95 one time on TVA's Sequoyah plant outuelgh the attendant i
risks, particularly since the Sequoyah operators will have had special i
training in performing these two tests (thus minimizing the risks) and the results from the single performance of the tests can be incorporated in simulatora for all Westinghouse plants (thus naximtzing the benefits).

Acent.lingly, we request that Tests 8, 9a and 9b be deleted frem our proposed test program.
As an alternative we propose to adapt available TVA (Sequoyah) results from these tests to a simulator as a means of augmenting operator 4
training.
Furthermore, we vill attempt to perform a test almilar to Test 9b using' decay heat in conjunction with a planned test to demonstrate cold shutdown capability near the end of the startup test program for Unit 2.
Use of decay heat eliminates many of the special conditions required for Test 9b thus reducing the risks associated with performance of this test.
