Cificer, is responsible for the development, implementation, maintenance, and evalua-tion of the effectiveness of the PSI QA program.
The responsibility and authority for asturing that the QA program is properly established and carried out has been delegated to the QA Manager who supervises and provides direction to the QA Depart-l ant (see Figure 1).
~The QA Department has been consolidated from five sections to.three sections: Quality Systems, Quality Engineering, and Inspection.
While retaining the previous duties of the QA Department, this. arrangement has also provided the QA Manager with more freedom to be involved in managing and assisting the sections in handling tne more important day-to-day problems. All QA sections -including the QA Manager are now located at the 4

Tha uality System Section is responsible for development, preparation, and mainten-
- .nce of the PSI QA lUnuals; training of PSI personnel in quality assurance concepts c'd nethods; and audits of PSI and PSI contractors.
The Quality Engineering Section is responsible for QA input in the areas of civil,
.r,echanical and electrical engineering; welding; nondestructive examination; and proc uerent.
This involves reviewing requirements, identifying characteristics to ba.arified, prescribing verificaticn methods, preparing PSI surveillance plans and ir sp.3cticn checklists; assuring adequate definition of acce ?t/ reject criteria through review of contractor procedures and specifications; approving nonconformances dis-positioned "use-as-is" or " repair"; verifying causes of nonconformances and determin-ing the need for corrective action; and reviewing and approving PSI generated procure-
- c. ant documents.
The Inspection Section is responsible for source surveillance, receipt inspection of procur"d items; surveillance and inspection of construction activities at the job site; stepping further processing of unacceptable work; and establishing and main-t'.ining control of PSI measuring and test equipment. The Superintendent of Inspection participates in regular project meetings that address specific schedule and work assipants in order to keep abreast of day-to-day activities and to plan work assign-ants.

Consolidating the QA.vork force into a single organi-3 tion located at the Marble Hill site will also improve the QA organization's effec-ti'.: ness in carrying out the QA program.

Staticn, t.e ccoclude that the QA program has been sufficiently upgraded since issuance of the Confircing Order to give the necessary assurance that continued design and ccn-structicn activities can be performed to a level of quality consistent with the require-ints of 10 CFR 50 tppandix B.
This upgrading effort has resulted in:

iccccdingly, the staff concludes that the steps taken to upgrade the QA program should ir prove its effectivaness regarding inspection activities and manajacent control, and PSI's description of the upgraded QA program is in compliance with applicable fiRC regulaticns.
Therefore, the upgraded QA program represents an acceptable basis to per. nit iestart of design and ccnstruction activities at the Marble Hill Station.
