Dear Mr. O'Reilly:

'Ihe inspection mport transnitted by letter dated April 10, 1980 has been reviewed by all concerned parties, and we do not con-sider any of the information contained therein to be proprietary.

'Ibe nonempliance in the inspection report is Infraction 3G4/80-04-01.

'Ibe following actions have been taken in response to the inspection mport.

1.

Oormctive steps which have been taken by Alabama Power Conpany ( APOD) and the msults achieved.

(a) Inmediately following notice of infraction, the cleaning of stainless steel pipe with " Scotch-brite" pads was stopped and field personnel wcre instructed to return all " Scotch-brite" cleaning pads to the project wambouse.

(b) Work was begun inmediately at the project Quality Contlul (QC) lab to run tests on a nmber of New

" Scotch-brite" cleaning pads, to determine chlorine content.

J Mr. Janes P. O'Reilly NIC Inspection of February 4-29, 1980 Page 2 April 28,1980 (c) Results of QC lab tests perfomed on the New " Scotch-brite" cleaning pads were transmitted to Bechtel by mmo of 3/12/80 for their evaluation.

(d) Following Bechtel's evaluation of QC lab tests to detennine chlorine content, Bechtel advised APOD of a favorable evaluation of tests results. Subsequently, a Field Change Request (ICR-2C-986) dated 3/12/80 asking for appiuval of use of " Scotch-brite" pads for cleaning stainless steel was transmitted to Bechtel.

(e) Bechtel approval for use of " Scotch-brite" pads for cleaning stainless steel, shown on a Change Notice (2BM-3589), was received on site 4/16/80.

(f) A Work PInceduru for Cleaning Stainless Steel Pipe has been developed and approved.

(g) QC Procedure No. 5.4.2.3 - Quality Control Procedure for Installation of Equipment and Piping Insulation, references Westinghouse Specification PS-83336-KA which establishes criteria for detennining the sur-face concentration of chlorine and fluoride on stainless steel surfaces after final cleaning prior to installation of insulation.

Oorrective steps take to avoid further nonconpliance.

Requested Bechtel's approval of materials used in cleaning stainless steel piping, developed and appro'.ud a work procedure and inplemented the work pincedure.

3.

'Ihe date full empliance will be achieved.

Full empliance was achieved April 23, 1980.
