In reference to the inspection of Nuclear Science Center activities conducted on March 4-6, 1980 by the NRC Region IV Office and I & E Headquarters the following is presented in reply to the stated item of noncompliance: ,

" Reactor operations procedures that were open and '

in use at the reactor console during a reactor startup on March 5 and 6, 1980 were out-of-date as compared to the Master Copy and the index had not been updated".

Comments and Clarification The requirement that Chapter II (Reactor Operations) of the SOP's be in use at the reactor console was established by NSCO Memorandum No. 59 dated April 27, 1971 (attached) and not by SOP. The official set of S0P books for the reactor control room which are up to date, are located on the bookshelf adjacent to the Reactor Supervisor's desk.

It is agreed, however, that the procedures being referred to by the reactor operations crew should have been up-to-date.

Corrective Action Taken to Avoid Further Violations The requirement that reactor operations personnel use the book of procedures con-taining only Chapter II (Reactor Operations) as discussed above has been removed by the issuance of NSCO Memorandum No. 129 (attached) dated March 10, 1980. This han been done to reduce the possibility of using procedures that are not up-to-date. It was the opinion of the NSC staff that the requirements ior use of Chapter II SOP's as outlined in NSCO Memorandum No. 59 had become too difficult to maintain by administrative control. The " safety" responsibilities of reactor op rations personnel is in no way altered or reduced by this action. This is rermphasized in NSCO Memorandum No. 129.

It is the opinion of the NSC staff that these corrective measures satisfy the requirements for full compliance. These measures were completed on March 25, 1980.
