Thank yes for your letter dated April 14, 1980 in response to our letter and Notice of Violation dated April 1, 1980.
Based on your response, additional information is needed in order to properly evaluate the adequacy of your corrective action.
Part of your corrective action to avoid the use cf out-of-date procedures was to issue NSCO Memorandum No. 129, dated March 10, 1980. This memorandum removed the requirement that procedures be open as outlined in NSCO Memorandum No. 59, dated April 27, 1971.
Since the original memorandum was apparently written
_a response to situations that had occurred as a result of not following procedures, please explain your reasons for no longer requiring that procedures be open. Your explanation should include additional information on the motivation for Memorandum No. 59, your experience while the Memorandum was in effect, and your reasons for concluding that the requirement was no longer needed.
You must, therefore, comply with 10 CFR 2.201 which requires you to submit to this office, within 20 days of your receipt of this letter, a written statement of explanation in reply, including:
(1) corrective steps which 8006020 SM
