Dear Mr. Ippolito:

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP), Unit No. 1.

These revisions are necessary to complete the second refueling of Unit No. 1 and begin Cycle 3 operation.

Changes to the Technical Specifications are indicated by vertical lines in the right-hand margins of the affected pages which are attached.

Forty (40) copies of General Electric's (GE) NEDO-24239, " Supplemental Reload Licensing Submittal for BSEP Unit 1 Reload 2," are attached to this letter.

The Brunswick Unit No. 1 refueling outage is presently scheduled to begin on May 26, 1980, with startup set for August 9, 1980.

H. B. Robinson Unit No. 2 has a refueling outage scheduled from mid-July through early September, 1980.

Due to the overlapping outages on these units, it is extremely important that the staff review of the BSEP Unit 1 outage-related technical issues be completed and that the appropriate license amendments be issued in a time period that allows return to power in accordance with the above schedule.

In accordance with 10CFR170.12(c), we have determined that this request constitutes a Class III amendment because it involves a single technical issue.

Our check for $4,000 is enclosed as payment for this amendment fee.
