VIRGINIA ELECTRIC AND POWER COMPANY DOCKET NO. 50-338 NORTH ANNA POWER STATION, UNIT NO. 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No.17 License No. NPF-4 1.

The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by the Virginia Electric and Power Coapany (the licensee) dated March 27, 1980 conplies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

Tha facility will operate in conformity with the applica-tion, the provisions of the Act, and the rules and regula-tions of the Commission; C.

There is reasonable assurance (i) that the activities authorized hy this amendment can be conducted without endargering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.D.(2) of Facility Operating License No.

NPF-4 is herehy amended to read as follows:

2.D.(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No.17, are hereby incorporated in the license.

The licensee i

shall operate the facility in accordance with the Technical Specifications.

3.

The license amendment is effective as of the date of issuance.

6.0 ADMINISTRATIVE CONTROLS 6.1 RESPONSIBILITY 6.1.1 The Station Manager shall be responsible for overall facility operation and shall delegate in writing the succession to this responsibility during his absence.

6.2 ORGANIZATION OFFSITE 6.2.1 The offsite organization for facility management and technical support shall be as shown on Figure 6.2-1.-

FACILITY STAFF 6.2.2 The Facility organization shall be as shown on Figure 6.2-2 and:

a.

Each on duty shift shall be composed of at least the minimum shift crew composition shown in Table 6.2-1.

b.

At least one licensed Operator shall be in the control room when fuel is in the reactor.

c.

At least two licensed Operators shall be present in the control room during reactor start-up, scheduled reactor shutdown and during recovery from reactor trips.

d.

An individual qualified in radiation protection procedures shall be on site when fuel is in the reactor.

e.

All CORE ALTERATIONS shall be directly supervised by either a licensed Senior Reactor Operator or Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibilities during this operation.

f.

A Fire Brigade of at least 5 members shall be maintained onsite l

at all times'.

The Fire Brigade shall not include the minimum I

shift crew shown in Table 6.2-1 or any personnel required for other essential functions during a fire emergency.

6.4 TRAINING 6.4.1 The Station Manager is responsible for ensuring that retraining and replacement training programs for the facility staff are maintained and that such programs meet or exceed the requirements and recommendations of Section 5.5 of ANSI N18.1-1971 and Appendix "A" of 10 CFR Part 55.

AUTHORITY 6.5.1.7 The SNSOC shall:

Recommend to the Station Manager written approval or disapproval of items considered under 6.5.1.6(a) through (d) above.

b.

Render determinations in writing with regard to whether or not each itsn considered under 6.5.1.6(a) through (e) above constitutes an unreviewed safety question.

RECORDS 6.5.1.8 The SNSOC shall maintain written minutes of each meeting and copies shall be provided to the Manager, Nuclear Operations and Main-tenance and Chairman of the System Nuclear Safety and Operating Committee.

6.5.2 SYSTEM NUCLEAR SAFETY AND OPERATING COMMITTEE (SyNSOC)

FUNCTION 6.5.2.1 The SyNS0C shall function to provide independent review and audit of designated activities in the areas of:

6.5.2.2 The SyNSOC shall be composed of the Chairman and four other j

members. Membership shall be composed of the Managers or Directors of the Power Station Engineering, Fuel Resources, Nuclear Operations, and Licensing and Quality Assurance Departments or qualified designees from these departments and a sixth qualified member selected by the five other members. Members of the SyNSOC shall have an academic degree in an engineering or physcial science field and, in addition, shall have a minimum of five years technical experience, of which a minim"m of three years shall be in one or more areas given in Section 6.5.2.1.

ALTERNATES 6.5,2.3 All alternate members shall be appointed in writing by the SyNS0C Chairman to serve on a temporary basis.

CONSULTANTS 6.5.2.4 Consultants shall be utilized as determined by the SyNS0C Chaircan to provide expert advice to the SyNSOC.

Any other area of facility operation considered appropriate by the SyNSOC or the Executive Vice President-Power.

h.

The Station Fire Protection Program and implementing procedures at least once per 24 months.

1.

An independent fire protection and loss prevention program inspection and audit shall be performed at least once per 12 months utilizing either qualified offsite licensee personnel or an outside fire protection firm.

J.

An inspection and audit of the fire protection and loss prevention program shall be performed by a qualified outside fire consultant at least once per 36 months.

AUTHORITY 6.5.2.9 The SyNSOC shall report to and advise the Executive Manager -

'.icensing and Quality Assurance, who shall advise the Executive Vice President - Power on those areas of responsibility specified in Sections 6.5.2.7 and 6.5.2.8.

RECORDS 6.5.2.10 Records of SyNSOC activities shall be prepared, maintained and disseminated as indicated below within 14 working days of each meeting or following completion of the review or audit.

f ADMINISTRATIVE CONTROLS 6.6 REPORTABLE OCCURRENCE ACTION 6.6.1 The follcwing actions shall be taken for REPORTABLE OCCURRENCES:

a.

The Cannission shall be notified and/or a report submitted pursuant to the requirements of Specification 6.9.

b.

Each REPORTABLE OCCURRENCE requiring 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> notification to the Camnission shall be reviewed by the SNSOC and subnitted to the SyNSOC and the Manager, Nuclear Operations and Maintenance.

6.7 SAFETY LIMIT VIOLATION 6.7.1 The following actions shall be taken in the event a Safety Limjt is violated:

a.

The facility shall be placed in at least HOT STANDBY within one hour.

b.

The Safety Limit violation shall be reported to the Commission, the Manager, Nuclear Operations and Maintenance and to the SyNS0C within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

c.

A Safety L'. nit Violation Report shall be prepared. The report shall be reviewed by the SNSOC. This report shall describe (1) applicable circumstances preceding the violation, (2) effects of the violation upon facility components, systems or structures, and (3) corrective action taken to prevent recurrence.

I d.

The Safety Limit Violation Report shall be submitted to the Commission, the SyNSOC and the Manager, Nuclear Operations l

and Maintenance within 14 days of the violation.

5.3.3.3 Resconsibility The SyNSOC has the responsibility for ensuring that the station is operated in accordance with the requirements of this license and applicable NRC regulations.

5.3.3.4 Authority

5.3.3.51 Records

5.4

State and Federal Permits and Certificates The licensee shall comply with' the provisions of the permits and -

certificates issued by the Comonwealth of Virginia to North Anna Power Station under the provisions of Section 401 and 402 of the Federal Water Pollution Control Act, as amended.

5.5 Procedures 5.5.1 Written Procedures Detailed written procedures, including applicable checklists and instructions, shall be prepared and followed for all activities involved in carrying out the Environmental Technical Specifications as defined in Sections 5.5.2, 5.5.3, and 5.5.4 below.

Procedures shall include sampling, data recording and storage, instrument calibration, measure ments-and analyses, and actions to be taken when limits are approached or exceeded. Testing frequency of any alarm shall be included.

These frequencies shall be detennined from experience with similar instru-ments in similar environments and frcm manufacturer's technical manuals.

5.5.2 Operating Procedures Plant standard operating procedures shall include provisions, in addition to the procedures specified in Section 5.5.1, to ensure that all plant systems and components are operated in compliance with the Limiting Conditions of Operations established as pa.>t of the Environ-l menf:al Technical Specifications.
