In accordance with your application dated May 21, 1979, as supplemented July 6 and 17,1979, and March 24 and April 22, 1980, and pursuant to Title 10, Code of Federal Regulations, Part 70, Special Nuclear Material License No. SNM-7' 7 is hereby amended to authorize the use of safety consultants as i

described. Accordingly, we are enclosing a revised page 2 of the list of effective pages to incorporate into the license the amended version of pages 2 and 3 in Subsection 202, Nuclear and Industrial Safety.

We note that the revised subsection authorizing the use of safety consultants in lieu of regular full-time employees does not limit such use to criticality safety specialists.

Accordingly, our approval of the revision is subject to the following condition:

28.

The use of safety consultants in lieu of qualified full-time employees onsite, as authorized in Subsection 202, is limited to one technical area.

The Manager, Nuclear and Industrial Safety, shall be qualified in one of the two general safety areas identified in Subsection 202, i.e., health physics or nuclear criticality safety.

The foregoing condition was discussed and agreed to by Mr. Dale Schultz in a telephone conversation with R. Stevenson on April 30, 1980.

All other conditions of this license shall remain the same.

We shall file the resumes for Messrs. Bowers, Helgeson, Neumann, Schwensfeir, Dunning, Gregg, Gutman and L'Heureux in the safety demonstration for SNM-777.
