May 13,1980 Docket Nos. 50-259 50-260 and 50-296 Mr. Hugh G. Parris Manager of Power Tennessee Valley Authority 500 A Chestnut Street, Tower II Chattanooga, Tennessee 37401

Dear Mr. Parris:

Reference is made to my letter of February 13, 1980 transmitting Amendment Nos. 58, 53 and 31 to Facility License Nos. DPR-33, DPR-52 and DPR-68 for the Browns Ferry Nuclear Plant.

These amendments changed subsection 6.2 of the Administrative Controls Section of the Technical Specifications to increase the duties and functions of the Browns Ferry Nuclear Safety Review Board and to increase the number of people on the Browns Ferry Plant Operations Review Com-mittee from seven to nine functional representatives.

In the Safety Evaluation supporting these amendments, we compared the proposed duties and functions of the Browns Ferry Nuclear Safety Review Board with those which we had previously accepted (and which have subsequently been approved) for the Sequoyah Nuclear Safety Review Board.

Your staff noted that in several places in the Safety Evaluation, we referred to the NSRB, implying the Browns Ferry Nuclear Safety Review Board, since this was the issue being discussed. However, we had not defined it as such. To avoid possible misinterpretation, we have revised the Safety Evaluation supporting Amendment Nos. 58, 53 and 31 to add the words

" Browns Ferry" in ten locations to identify the specific NSRB being discussed; a copy of the revised Safety Evaluation is enclosed.

Sincerely, h&J?

Thomas,AV Ippolito, Chief Operating Reactors Branch #2 Div'sion of Licensing
