This refers to the telephone conversation between you and H;. W. C. Seidle

of my staff on May 8, 1980, regarding apparent deficiencia; in the QA/QC

program being implemented by your subcontractor, Nuclear Installation Services

,

Company (NISCO).

These deficiencies were detected by our inspector during

!

the period April 21-25, 1980, and during subsequent inspections by a

i

Louisiana Power and Light Company (LP&L) audit team.

Based on your telephone conversation with Mr. W. C. Seidle, we understand

h

that you issued an immediate stop-work order to NISCO on May 7, 1980,

stopping all safety-related fabrication and installation of materials and

t

'

equipment under their contract.

This includes the NSSS and associated

valves, components and supports; and fuel handling equipment. We also

understand that you have, or plan to:

1.

Complete the LP&L audit team evaluation of NISCO's quality program

and program implementation.

2.

Define and implement corrective action plans as necessary for any

j

additional deficiencies identified during the remainder of the LP&L

audit currently in progress.

3.

Review quality personnel training and qualification requirements.

(Redefine as necessary and implement retraining and requalification

,

where required,)

,

4.

Evaluate the impact on past work of any deficiencies identified in

Item No.-3 above.

(Establish necessary corrective action plan.)

5.

Complete necessary reindoctrination of personnel involved-in quality

related work to assure compliance with all quality related procedures.

Evaluate identified deficiencies with procedure requirements and

establish a necessary corrective action plan.

7.

Review the methods utilized to maintain cleanliness zone boundary

controls.

(Reindoctrinate p'ersonnel as necessary to assure compliance

with cicanliness zone requirements and re-establish zone boundaries as

necessary.)

8.

Notify NRC of any substantive deficiencies identified during the

remainder of the LP&L audit.

9.

Contact the NRC Region IV office at least 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> prior to the

resumption of safety-related fabrication and installation of material

and equipment by NISCO.
