Dear Mr. Cavanaugh:

We have reviewed your letter dated March 13, 1980, relating to the Fire Protection for Arkansas Nuclear One, Unit No.1.

Your basis for consider-ing that your detection / actuation system for the deluge system in the cable spreading room is adequate consist entirely of a qualitative rationale. We find we must have a more quantitative basis to support an acceptance of your detection / actuation system for the deluge system in the cable spreading room.

Because we do not have such a quantitative basis, we find, as we indicated in our letter dated February 25, 1980, that the Fire Protection System as proposed for the Cable Spreading Room is not acceptable. Therefore, it is our position that you either enclose one division of redundant cables needed for sate shutdown in the cable spreading room with three-hour (or lower rating if it can be justified) fire barriers or provide an alternate shutdown capability independent of the cable spreading room. Our position will be a major consideration in the NRC determination of your compliance with the proposed rule for fire protection now under consideratin by the Comission (Appendix R to 10 CFR 50). We request that you respond to this within 30 days with your proposed method of meeting our position or your plans for resolving this issue.
