Ruskin Manufacturing Co. Fire Dampers: SNUPPS Units 1 (Wolf Creek) and 2 (Callaway 1 )

Mr. Boyce Grier Director, Region I Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pennsylvania 19406 Re: STN 50-482 STN 50-483 STN 50-486 Ref: SLNRC 80-8 dtd. 2/15/80: Subject as Above

Dear Mr. Grier:

The reference letter forwarded to the NRC per 10CFR50.55(e) regulations, a report concerning deficiencies in vertical fire dampers furnished by Ruskin Manufacturing Company to Callaway and Wolf Creek sites.

These deficiencies were indicated to be generic in nature and applicable to all SNUPPS units. The reference report further indicated a program of corrective actions was being initiated to resolve the deficiencies iden-tified.

Since issuance of the reference raport additional problens have been identified in the Ruskin furnished dampers requiring additional design modifications other than that initially indicated.

Reviews have been held with Ruskin to identify design and fabrication modifications neces-sary to assure reliable operation.

Modifications identified are presently being developed and will be described in a supplement to the reference report to be issued by May 15, 1980.

These design modifications will be fully qualified on the basis of pre-installation and post-installation operational testing and inspection, the details of which will be indicated in the supplemental report.

Pending completion of the desi;n modifications and follow on confirmatory tests, a hold has been placed on damper in-stallation at both jobsites.
